when I reset the modem it goes back up to were is supposed to be. Later I check and the speed is back down again.

I've got att dsl running through a westell modem they gave me, and then to a motorola wireless router. What do I do to keep the speed up all the time?

The link is probably degrading between you and the C/O. Do you notice this primarily when it rains? When you reset the modem you're re-synchronizing the line.
