what's the deal with GS 9/11 vs a 5/7?

do you need more qualifications for a 9? or just that you can move up farther if you start 'lower' at a 5?

generally speaking:

GS 5 = college degree
GS 6 = college degree + one year of GS 5-level experience OR degree + specified # of grad school courses
GS 7 = Masters
GS 9 = Doctor OR Masters + a few years of GS 7 experience
GS 11 = Dr.
GS 13 = Pretty much unattainable for anybody without a ton of connections and experience. That's like Superintendent of a National Park or Director of a USDA branch

most jobs list the promotion potential. some GS 5 jobs will allow promotion up to 7. some GS 7 jobs give you the opportunity to move up to 9 or 11 if you put in a shit ton of years

^^ Not everything about that is true everywhere. At norfolk naval shipyard, here's how it goes:

GS5 - New Engineer with GPA < 3.0
GS7 - New Engineer with GPA > 3.0
GS9 - New Engineer Promotion after 6 Months
GS11 - New Engineer Promotion after 18 Months
GS12 - New Engineer Promotion after 30 Months (24 if you're in a certain part of the yard)

GS13 - Supervisor level, attainable if you prove competent and work there for a decade.
GS14 - Superintendent/Division Head level, attainable if you are very competent, knowledgeable about the entire yard, and are willing to put the yard first before everything else.

GS13 level jobs can be attained in the DC area with a bachelor's degree and no experience depending on the organization (this is due to the high cost of living; for example, the EPA hired a number of new engineers on as gs-13's, sniping them from NNSY's new nuclear engineer program).

Also, with the jobs listed on USA Jobs, the GS5/7 jobs are usually entry level. Above that you'll need a master's degree or PhD, and often times you have to have been in government service at the next lowest pay grade for 52 weeks and have to have experience with the organization. This usually means outside candidates can apply but will not be considered for the position.

Different organizations have different promotions potentials for different types of jobs, degrees, and educational backgrounds. In general, if you're a n00b you want to look at GS5-9 jobs and read the description for the requirements.

FYI, based on my experiences the company in RTP that doesn't make the products you buy, but makes the products you buy better was a miserable place to work.
