it's normally the size of the fan which determines the sound, at least in quality fans.

I have 4 Silverstone FM121s in my case which all run at 110CFM each

You didn't mention that he had a laptop. That's completely different. A laptop usually will have a lot less drag than a box. If your laptops have smooth side profiles, I suggest that he leaves the lid up. It shouldn't take off with the screen open.
