As a female and having many conversations about things like this with other females I would say...

Most girls who are not trying to put out a certain type of message would never go without something covering their cooch while wearing a dress or a skirt.

A female knows that the moment you leave your undies at home when you're wearing a dress or a skirt is the moment that you are deciding that it's okay if random people see your vag.
