The DMV prob, wont be able to tell you without a valid reason but if its taht serious you could always go pay a private investigator between 20-30 bucks to go do it.

Or if you have a good friend in any police squad, could possibly run the tags for you, but they'd prob have to do it on the DL, since it would be considered an unreasonable search, unless the person with those tags committed some unlawful act against you.

you can pay for an online search by the tag number but you have to have a good reason.

If they did a hit and run or some other crime, you could always file a police report with the tag number and let the cops do the work for you
