IF you're still in Japan, I'm not surprised. At least, that's because in Korea, it seems it doesn't matter if the floors/walls are filthy. why? Everyone - it seems - always gets new wallpaper anyway, and cleans the apartment or hires someone to do so. Plus, with the way you move into/out of an apartment, you basically need to let people walk around with their work boots on. We moved out using one of these things, and the company always has 2-3 people who come in, box up your stuff, and move it for you.

Yeah, I think that's a lot of it. When people move out they just assume (correctly ) that they won't get their security deposit back so why the fuck even bother with scrubbing the place down. I've never had any utility work or anyone come into the apartment with their shoes on it.
