So why do the Brits and Germans both say "half seven" to mean 6:30? Why not just say half-past 6 or half-till 7. I know the last one doesn't sound very good, but at least it makes sense!

No.
"Half seven" suggests half of seven, or 3.5.
In no way does it suggest anything past or in addition to seven.
"Half" always suggest half of the whole.
"Half price" doesn't suggest that the price is 150%, it suggests that the price is 50%
