Do you think they'd let me take 33 hours next semester if 18 of them are pass/fail?

No, and why? This is exactly what they will ask you.

I thought it was 8 (for classes that have labs)

I know I've taken two classes with labs in the summer and didn't need special permission

Need 150 hours to sit for the CPA exam, not really interested in getting a CPA license, or going to a master's program/extra undergrad semester to get the necessary credits. Employer wants me to have CPA licensure. Figured I'd try to crank it out next semester

Your reasoning seems valid enough, but I wouldnt count on it. Cant you try and overload the shit out of your spring semester to bring the amount needed for summer down?

If I stay on track next semester and take 15 I'll graduate in May w/ 132. I gotta cram in that 18 somewhere. I figured if I took it in the spring, I could study for all 4 parts of the CPA exam from May-Sept and then start work in October with the MAcc students.
