Anything in excess of what was needed to arrest and detain him is excessive force. The police are not authorized to administer punishment. Tampering with the dashboard cam should carry a substantial punishment, it happens far too often and in addition to the times that it "fails to work" there are lots of other times that the recording "is lost" from the time it initially reveals police misconduct to trial.
