something cold weather resisant it doesnt necessarily have to be neoprene im not familiar with the materials that can be used

as far as size...i dont know either currently i have a pair of size 13 boot waders that i wear i dont know if tha helps or even what the sizes are

I think your best bet is to buy new. Most people who will have some they are willing to part with will have a set that probably has started to rot/leak.
