I know all along the guy has been swearing he meant to fire his Taser, but he did not even have justification to do that....the "suspect" was already pinned on the ground face down and held under the weight of another officers knee. Hell if there were not cell phone footage of the incident he probably would not have even been charged.

If you look the purpose of punishment here, it actually makes sense.
In CA, there are 7 reasons for punishment, and only one of those at most is met here by a longer sentence:
1) Protect society - this guy is not a threat to the general public, to go around shooting people again 2) Specific deterrence - Is this guy discouraged from killing people by getting a harsher sentence? Don't think so. 14 years doesn't make him less likely to commit crime, given the nature of this offense. 3) General deterrence - Does a harsher punishment deter other police officers from shooting a man in the back while he's on the ground? Doubtful. 4) Incapacitation - Is it necessary to isolate this guy so he won't commit more crimes? Again, based on his offense, no. 5) Rehabilitation - Does a longer sentence rehabilitate him more than a shorter one? Will he come out a better member of society? No. 6) Restitution/compensation - Not addressed by prison time 7) Seek uniformity in sentencing - This is the only argument that could be made, but I don't know what the standard sentence length is for similar involuntary manslaughter convictions in CA with the defendant's background.
If you want a similar situation, look at People v. Du, a California case where an old Korean lady shot a teenage black girl in the back of the head and was not given any prison time.
