Need pre-existing drill hole tapped with 3/8" 16 Thread Tap

Need a hole drilled using 5/16" drill bit

Also need said hole tapped same thread tap

Material is aluminum

I don't have the tools to do this and would like to borrow them or have this done by someone. Would buy them myself but more than likely will never use again.
