Ask the phone company to turn on the phone's GPS or track it using the cell network. At the very least you can find all the numbers they have called since it was stolen, do a reverse lookup, and then show them the pic.

Finding the culprit would probably require gathering a list of all the numbers dialed and a little social engineering. I'd start by cold calling and trying to gather info on who the people are at the other end of the line without telling them anything about the stolen phone. Maybe some "This is Steven Kack, I missed a call from this number earlier...Who is this" type of stuff. Then some facebooking etc to try to put together a social group and looking for that kid in the friend list of those he has been calling.

If all else fails you can at least harass the heck out of his friends by posting M4M ads on Craigslist with that kid's face and his friends' phone numbers in the ad. When they contact you via e-mail to tell you to cut it out tell them that it will all stop when the stolen phone is returned.
