Alright TWW, this is bothering the shit out of me now.

My neighbor's dog has been outside all day, probably put out around 10am after it stopped raining...but I'm not sure. What I do know is that when I got home for lunch at ~1pm, the dog was on its tether outside (normal), but the tether was not hooked up to the tree (not normal). The tether was hooked to his collar, he came over here, all fun, tried to rape my puppy, blah blah, I chain him back up to the tree and give him some water. Its a friendly dog. (I don't want it.)

The tether was not damaged in any way that I could tell. It is a ~30 foot plastic coated metal cable with a common "dog leash" clasp.

Now it is nearly 10pm, there is 1 car in the driveway (can't tell if its normal, we typically can't see their driveway, but it was there earlier today), and all of their lights are out. They usually keep a light on out back for the dog but it is off as well. I know the dog has been out all day because it has been barking intermittently, and it is reasonable to assume it has been out there all day with no food or water. (ass out of you and me hah) I've never seen them keep the dog out through the night, and normally it isn't out through the evening - though keeping him out during the work day is typical.

It is going to get near freezing tonight and the ground is damp already.

Anything I can/should do? Call the cops? Kidnap the dog and keep him in my garage (illegal as far as I know)? Unfortunately I do not know these people, and our other neighbor doesn't know them.

No, its not my dog. But its still on my conscious and I don't want to wake up and see a dog still chained up outside, and definitely not a dead one. Please guys I have a frozen dog tonight.

I don't have any boxes to donate as a temporary house.

Anti-climactic update

Went outside and I saw their pickup truck was in the driveway, and the dog was gone from the backyard. I'll go talk to them tomorrow though, at least about the tether coming undone. Can't have my puppy getting raped every time she goes out during my lunch break.

I mean maybe they were trying to get rid of the dog by unhooking the cable and now I hooked him back up to his demise

wtf is wrong with you? Mind your own business. If you have a problem throw a blanket and some puppy chow out there.

"Raleigh, N.C. — A Raleigh ordinance regulating the unattended restraint of dogs goes into effect Wednesday.

Under the measure, a dog cannot be tied outdoors on a rope, chain or other line meant to restrain for more than three hours total during a 24-hour period.

Violators would be charged with a misdemeanor and be could be subject to a civil fine of $100 per day for each violation.

The City Council passed the measure in March with the goal of preventing dogs from being left exposed to harsh weather conditions without shelter, without food and water, as well as to prevent the possibility of strangling.

Any device used to tether a dog must be at least 10 feet long and attached in a way to prevent strangulation or other injury to the dog or entanglement with objects.

The device, which must attach to a buckle-type collar or body harness, also cannot weigh more than 10 percent of the dog’s body weight and must allow the dog access to food and water.

Clayton, Chapel Hill, Orange County and Durham County have adopted similar regulations. Chapel Hill and Durham County's ordinances go into effect Jan. 1."

The record clearly indicates there was no problem.

Also, that it's cold as balls outside. I might have to get my jeans back out.

Peter....ITT you are the old guy that lives across from me.

You don't have the whole story and are assuming way to much. Sure go talk to them about the tether, but don't assume shit like these are cruel people until you know more.

Look, the dog was outside for 12 hours on a damp winter weather day with empty food and water bowls. There is nothing to assume about that. I'm not saying they need to go run the dog because I saw them walk it outside twice

I had an employee that tied his dog out one day when he came to work. When he got home it was dead, all tangled up in the chain. You might want to pass that story along to your neighbor

My sister's neighbor in High Point leaves their pitbull chained to the tree 24/7. I believe they call it an outside dog.

^^so I didn't know the right spelling

Since I was thinking about dogs, figured I'd give an update.

The pick up truck that came home late that night hasn't been seen since...the next morning it was gone before I was up. The dog hasn't been seen either, and the cable it is usually out on is gone too. No one has been home.
