Pretty sure the surprising part was people testing negative for HIV when they have (what were believed to be) indicator symptoms

The problem with your reasoning there is that it wasn't known that they didn't have HIV until after they tested negative for HIV.

They didn't test them for HIV knowing that it wasn't HIV. They had the symptoms thus tested them but tests read negative which is why they pointed out that it is AIDS-like but isn't actually HIV.
