Depends on why you're committing genocide.

If you go out and ethnically cleanse all the black folk in town then you're racist.

If you murder everyone in South Carolina regardless of background (which is completely justified) then it's not. Actually, is that even genocide, or is it just mass murder?

genocide is not necessarily racist...you might just want to purge a given nationality because they are standing in the way of your country's progress, or not complying with the wishes of the government (i.e. the Armenian genocide by the Turks)

I don't think "racist" is the right word to apply to genocide. You're massacring a whole ethnic group because you think your race deserves some commodity/piece of land more than the other group does (or, more frequently, you want your race to have a country all to itself, so you kill the other group.) Perhaps some of the principles in racism and genocide are the same ("We're better than them,) but I think you can do the genocide without feeling that the other group is inferior...they're maybe just inconvenient. So I suppose racism is often, but perhaps not always, an accompaniment of genocide; but as far as causing the genocide, it's probably as often a second cause as a first.
