This should be a privateering program where we give 1 mil dollar payouts to any Chinese banker who returns with 10 mil in banknotes on US Debt. Make it so that they hurt China on (probably uncollectible) US debt in exchange for a massive payout and early retirement in Da Messiah's kingdom.
