The General Assembly nearly passed a law to crack down on puppy mills last legislative session, but being a short session and before a contentious election they weren't willing to take on anything too controversial.

Stopping puppy abuse wouldn't be controversial, save for the pork industry getting involved trying to draw the line at it being okay to mistreat puppies, because if they don't pigs could be next. So they decided to hold for a year until a long session when they have more time to deal with stuff, and it would be after the election was over.

Then a new majority took over, whose priorities are more about anti-abortion bills, a constitutional amendment to doubly ban marriage for gay couples (already banned by law, but this could go farther & keep companies from offering benefits & towns from having domestic partner registries, etc), and ending pre-registration for young-almost-of-age voters which keeps the voting electric a little older on average.

Its so annoying that the whims of the pork industry and national politics get in the way of doing the right thing. (Some more discussion of that bill & susie's law here: http://thewolfweb.com/message_topic.aspx?topic=596953&page=1 )

Yeah that whole thing with the pork industry stepping in really pissed me off when that law was being debated.

Most people don't give a shot how pigs are treated, only how they are cooked and what sauce goes on them. People will absolutely lose their shit when a dog gets mistreated. These puppy mills need to be shut down.
