My Acer Aspire One netbook has developed a power problem. The laptop runs great over either external or battery power, but the battery now only trickle charges (10W max flow versus 30W previously) until 84% charged, then stops. It is possible this is a coincidence, about two weeks before I noticed this problem I tried to power the netbook off another laptops power adapter because I had forgotten mine and the ratings and jack matched, but when plugged in the battery light flashed and it disconnected.

Assuming it is not a coincidence, I appear to have blown something, but I can't discern what. My friend says this is how the system operates when the battery circuit stops working, either because I damaged it or it has been like this for months and I didn't notice until now, so all I need to do is replace the battery. I don't see how that could be the case, so I think I would need to replace the power circuit in the netbook.

Anyone here have a suggestion?
