A neutron with an energy of 0.0253 eV is used as reference to measure nuclear cross sections such as absorption, fission, scattering, etc.
This is the energy when a neutron is considered to be a "thermal" neutron.

oh and to OEPII - Just a quick synopsis: when neutrons are produced in a reactor from fission events they are hauling ass at pretty high energies, on the order of hudreds of keV up to a couple MeV. After banging around in the matrix for a while they lose their energy to the environment and are considered "thermalized" when they slow to a speed corresponding to the baseline energy around room temperature (i don't remember the exact value but it's in the 60-degF range). They're still moving at about 2200 m/s which corresponds to an energy of 0.0253 eV.
