Quote : | "Cannabis was listed in the United States Pharmacopeia from 1850 until 1942.[10] The United States Federal government does not currently recognize any legitimate medical use, although there are currently five patients receiving cannabis for their various illnesses through the Compassionate Investigational New Drug program that was closed to new patients in 1991 by the George H. W. Bush administration. Francis L. Young, an administrative law judge with the United States Drug Enforcement Agency, in 1988, declared that "in its natural form, [cannabis] is one of the safest therapeutically active substances known."[11] Fifteen U.S. state laws, as well as the District of Columbia, currently allow for the medicinal use of cannabis,[citation needed] but the United States Supreme Court ruled that the Federal government has the right to regulate and criminalize cannabis also in these states, even for medical purposes." |
Quote : | "Marijuana, or cannabis, as it is more appropriately called, has been part of humanity's medicine chest for almost as long as history has been recorded.
Of all the negative consequences of marijuana prohibition, none is as tragic as the denial of medicinal cannabis to the tens of thousands of patients who could benefit from its therapeutic use.
Modern research suggests that cannabis is a valuable aid in the treatment of a wide range of clinical applications. These include pain relief -- particularly of neuropathic pain (pain from nerve damage) -- nausea, spasticity, glaucoma, and movement disorders. Marijuana is also a powerful appetite stimulant, specifically for patients suffering from HIV, the AIDS wasting syndrome, or dementia. Emerging research suggests that marijuana's medicinal properties may protect the body against some types of malignant tumors and are neuroprotective.
Currently, more than 60 U.S. and international health organizations support granting patients immediate legal access to medicinal marijuana under a physician's supervision." |

Since we already know the argument here (unless you are a retard), 70% of America agrees with Medicinal Marijuana and Obama has skull fucked the promises he made. One being he would stop using money to send the Feds after State marijuana. Then he goes and pulls this:

The industry is expected to spend as much as $150 million this year lobbying against any government efforts to lower skyrocketing drug prices or to provide a prescription drug benefit to seniors that would cut back industry profits." |

Here is NORML's 1988 ruling over the same thing as these Governors are trying to do now: http://www.nytimes.com/2011/12/01/us/federal-marijuana-classification-should-change-gregoire-and-chafee-say.html?_r=1&src=tp&smid=fb-share
same guy as this: Quote : | "Francis L. Young, an administrative law judge with the United States Drug Enforcement Agency, in 1988, declared that "in its natural form, [cannabis] is one of the safest therapeutically active substances known."" |
Quote : | "This is a rulemaking pursuant to the Administrative Procedure Act, 5 U.S.C. § 551, et seq., to determine whether the marijuana plant (Cannabis sativa L) considered as a whole may lawfully be transferred from Schedule I to Schedule II of the schedules established by the Controlled Substances Act (the Act), 21 U.S.C. § 801, et seq. None of the parties is seeking to "legalize" marijuana generally or for recreational purposes. Placement in Schedule II would mean, essentially, that physicians in the United States would not violate Federal law by prescribing marijuana for their patients for legitimate therapeutic purposes. It is contrary to Federal law for physicians to do this as long as marijuana remains in Schedule I. This proceeding had its origins on May 18, 1972 when the National Organization for the Reform of Marijuana Laws (NORML) and two other groups submitted a petition to the Bureau of Narcotics and Dangerous Drugs (BNDD) [footnote 1], predecessor ______________________ 1 The powers and authority granted by the Act to the Attorney General were delegated to the Director of BNDD and subsequently to the Administrator of DEA. 28 C.F.R. § 0.100, et seq.
agency to the Drug Enforcement Administration (DEA or the Agency), asking that marijuana be removed from Schedule I and freed of all controls entirely, or be transferred from Schedule I to Schedule V where it would be subject to only minimal controls. The Act by its terms had placed marijuana in Schedule I thereby declaring, as a matter of law that it had no legitimate use in therapy in the United States and subjecting the substance to the strictest level of controls. The Act had been in effect for just over one year when NORML submitted its 1972 petition.
On September 1, 1972 the Director of BNDD announced his refusal to accept the petition for filing, stating that he was not authorized to institute proceedings for the action requested because of the provisions of the Single Convention on Narcotic Drugs, 1961. NORML appealed this action to the United States Court of Appeals for the District of Columbia Circuit. The court held that the Director had erred in rejecting the petition without "a reflective consideration and analysis," observing that the Director's refusal "was not the kind of agency action that promoted the kind of interchange and refinement of views that is the lifeblood of a sound administrative process." NORML v. Ingersoll, 162 U.S. App. D.C. 67, 497 F.2d 654, 659 (1974). The court remanded the matter in January 1974 for further proceedings not inconsistent with its opinion, "to be denominated a consideration on the merits." Id.
A three-day hearing was held at DEA [footnote 2] by Administrative Law Judge Lewis Parker in January 1975. The judge found in NORML's favor on several issues but the Acting Administrator of DEA entered a final order denying NORML's petition "in all respects." NORML again petitioned the court for review. Even though I have no dog in this race (I don't smoke, and likely wouldn't even if it was legal because I have scarred lungs), I'm curious to see the sourced "promises" that Obama made about marijuana. I have no doubt he's said things that he never pushed through, but where are these very specific promises you always mention in these threads? And don't send me to a "the government is all lies!" website, I mean point to actual dialogue or documents endorsed in the Obama campaign. 12/30/2011 5:18:54 PM

http://firstread.msnbc.msn.com/_news/2007/11/25/4423993-obama-open-to-limited-legalization
Quote : | "AUDUBON, IA -- Obama can't seem to escape the smoke of his youthful indiscretions wafting after him on the campaign trail. Just four days after he told a group of high school students that he had experimented with drugs in high school, Obama had to admit to it again at a town hall here.
When a voter asked Obama if he was for the legalization of medical marijuana, Obama said that he wasn't in favor of legalization without scientific evidence and tight controls. Citing his mother who died from cancer young, Obama compared marijuana to morphine saying there was little difference between the two.
"My attitude is if the science and the doctors suggest that the best palliative care and the way to relieve pain and suffering is medical marijuana then that's something I'm open to because there's no difference between that and morphine when it comes to just giving people relief from pain," Obama said. "But I want to do it under strict guidelines. I want it prescribed in the same way that other painkillers or palliative drugs are prescribed."
But he added that he was concerned that the reasons for the use of marijuana would grow and create a "slippery slope."
"I was feeling really tense, so I needed a joint," Obama joked with the crowd of those who might try and undermine that type of system.
The question was followed up by another voter asking him, "Unlike other presidents, did you inhale?"
"I did," Obama said to loud applause and laughter. "It's not something that I'm proud of. It was a mistake … But you know, I'm not going to. I never understood that line. The point was to inhale. That was the point." " |
Obama - “I think the war on drugs has been a failure, and I think we need to rethink and decriminalize our marijuana laws.”
NORML and places were going nuts:
http://www.alternet.org/drugs/113767/could_obama%27s_pro-marijuana_commerce_secretary_spell_a_golden_era_for_pot_reform/
Quote : | "Could Obama's Pro-Marijuana Commerce Secretary Spell a Golden Era for Pot Reform?
Bill Richardson believes we need to "rethink and decriminalize" our cannabis laws. Now that he's in office, he has the chance to achieve it.
Dec 2008: December has been an interesting month for marijuana, or cannabis as it is known to scientists and all too few others. To kick off the month, the U.S. Supreme Court decided against reviewing a California state appellate court ruling arguing that its medical marijuana law trumped federal law. That, in effect, set the stage for better implementation of medical-marijuana law in not just California, but every state that has one, while also reminding local police that the job of enforcing federal drug policy is, in fact, not its job.
Two days later, the oldest stash of cannabis ever found was unearthed from a 2,700-year-old grave in the Gobi desert, aptly reminding humankind and its ass-backwards politicians that pot has been around a lot longer than lobbyists. If the eye-candy archaeological slideshow didn't fully illustrate the value of such a stash, the scientists did.
"As with other grave goods, it was traditional to place items needed for the afterlife in the tomb with the departed," explained Ethan Russo, lead author of the Journal of Experimental Botany paper that announced the find.
But as readers pondered packing their own trusty pot for use in the afterlife, better news broke on the same day: President-elect Barack Obama nominated New Mexico Gov. Bill Richardson to his Cabinet as secretary of commerce. Given that Obama had already confessed to inhaling -- "that was the point," he classically cracked -- and once declared the hyperbolically named War on Drugs "an utter failure," adding that America needed to "rethink and decriminalize" American cannabis laws, Richardson's nomination to Commerce was cause for celebration. After all, Richardson signed a bill in 2007 making New Mexico the 12th state to legalize medical marijuana." |

_http://articles.cnn.com/2012-01-01/us/us_medical-marijuana_1_medical-marijuana-sound-scientific-studies-barbara-carreno?_s=PM:US
Quote : | "Medical marijuana advocates are hoping state governments can succeed where their efforts have failed by asking federal authorities to reclassify pot as a drug with medical use.
Shortly before Christmas, Colorado became the fourth state to ask the U.S. Drug Enforcement Administration to reclassify marijuana as a narcotic in the same league as heavyweight painkillers including oxycodone. The governors of Washington and Rhode Island filed a formal petition with the agency in November, and Vermont signed onto that request shortly afterward.
All four are among the sixteen states and the District of Columbia that have laws on the books that allow the medical use of marijuana, even though the drug remains illegal under federal law. Meanwhile, federal authorities have asserted their power by raiding dispensaries in states including California and Washington.
Supporters say the public is on their side, and the state requests show the feds are increasingly isolated on the issue. But they acknowledge it's still an uphill battle.
"I don't think that we're going to see to much change in Washington's position on this until public opinion and state-level support reaches a little bit higher a tipping point," said Morgan Fox, a spokesman for the D.C.-based Marijuana Policy Project.
The DEA said it would "reply accordingly," but noted that similar petitions had been rejected before. DEA spokeswoman Barbara Carreno told CNN that the agency gives "great respect" to state governments, but their requests would get "the same attention as a petition from a medical group or anything else."
Marijuana is listed as a Schedule I drug by the DEA, meaning it's dangerous and has no medical use. Medical marijuana advocates, including the states that have petitioned the agency, say it should be listed under Schedule II, comparing it to other prescription painkillers that have a high potential for abuse.
In 2006, the U.S. Food and Drug Administration restated its opposition to medical marijuana, saying "no sound scientific studies" support its use. State laws authorizing it "are inconsistent with efforts to ensure that medications undergo the rigorous scientific scrutiny of the FDA approval process," it added" |
ATTN FDA (and DEA), go fuck yourselves.
Quote : | "But in their November petition, Washington Gov. Christine Gregoire and Rhode Island's Lincoln Chafee argued that "the vast majority of modern research" has found marijuana useful for treating patients with glaucoma, for relieving the nausea suffered by cancer patients in chemotherapy and for relieving symptoms of degenerative nerve diseases.
They cite a 2001 study by the National Academy of Sciences that recommended research into the "potential therapeutic value" of cannabis, though it warned that smoking pot was a "crude" method "that also delivers harmful substances."
"Since the last FDA review in 2006, the scientific process has identified and clarified even more of the therapeutic effects of cannabis through ongoing research and assessment of available data," wrote Gregoire, a Democrat, and Chafee, a former Republican-turned-independent. "This petition presents this further evidence. It is now time for the DEA to reschedule the substance."
The Obama administration says it is willing to support research, but has taken a stiff position against medical marijuana. In October, in response to online petitions, White House drug czar Gil Kerlikowske said marijuana "is not a benign drug."" |
"not a benign drug"...... are you fucking kidding me? Maybe he is thinking of that benign tumor from his drinking. We all know that any hot smoke in the lungs is bad in general, but I'm so sick of hearing the FDA and the Feds stance that medicinal marijuana can only be smoked. One study in the UK is using hash oil and putting it into capsules as a controlled dose. Does our CZAR think that Oxy or Dilaudid is benign?
"Francis L. Young, an administrative law judge with the United States Drug Enforcement Agency, in 1988, declared that "in its natural form, [cannabis] is one of the safest therapeutically active substances known."

The person who was asking for info on what Obama said, here you go (and more).
http://thenewamerican.com/usnews/politics/10143-obama-changes-course-on-medical-marijuana-
Quote : | "Recently, President Obama has come under fire for flip-flopping on the issue of the prosecution of the sale of medicinal marijuana. As a candidate for President in 2007, Senator Barack Obama made the following statements on his position on the use of marijuana in medical treatment and the protection of the right of states to pass laws permitting such use: My attitude is if the science and the doctors suggest that the best palliative care and the way to relieve pain and suffering is medical marijuana then that's something I'm open to because there's no difference between that and morphine when it comes to just giving people relief from pain. But I want to do it under strict guidelines. I want it prescribed in the same way that other painkillers or palliative drugs are prescribed. Then, during the run-up to the New Hampshire primary that same year, Obama promised not to "have the Justice Department prosecuting and raiding medical marijuana users." He reiterated the point at another New Hampshire campaign event: I don't think that should be a top priority of us, raiding people who are using ... medical marijuana. With all the things we've got to worry about, and our Justice Department should be doing, that probably shouldn't be a high priority." And finally, "The Justice Department going after sick individuals using [marijuana] as a palliative instead of going after serious criminals makes no sense."
Shortly after taking office, the Obama Justice Department confirmed the recently inaugurated President's campaign commitments in a document called the "Ogden Memo." In that memorandum to federal prosecutors, Deputy Attorney General David Ogden advised that "prosecution of individuals with cancer or other serious illnesses who use marijuana as part of a recommended treatment regimen consistent with applicable state law, or those caregivers in clear and unambiguous compliance with existing state law who provide such individuals with marijuana, is unlikely to be an efficient use of limited federal resources."" |

Does anyone know any reason not to live in Washington, D.C.? I've decided if nothing is accomplished on my pain in another year I am moving to a medicinal state. At first I was thinking Oregon due to their huge public opinion towards the use of medicinal marijuana and they have great college football along with an awesome landscape.
I know D.C. falls under a weird category when it comes to some laws or even online purchases. Anyone know what I am talking about?
However Oregon is a long ass ways away, so I was looking at D.C. and I knew from previous reading their laws are tight on medicinal patients. However it's only a 6hr drive from my hometown and I am covered under current D.C. law:
Quote : | "Qualifying D.C. patients will be able to obtain medical cannabis at these facilities, but will not be permitted under the law to grow their own medicine. Patients diagnosed with the following illnesses are afforded legal protection under this act: HIV or AIDS; glaucoma; conditions characterized by severe and persistent muscle spasms, such as multiple sclerosis; cancer; or any other condition, as determined by rulemaking, that is: "(i) chronic or long-lasting; "(ii) debilitating or interferes with the basic functions of life; and (iii) A serious medical condition for which the use of medical marijuana is beneficial: (I) That cannot be effectively treated by any ordinary medical or surgical measure; "(II) For which there is scientific evidence that the use of medical marijuana is likely to be significantly less addictive than the ordinary medical treatment for that condition. The maximum amount of medical marijuana that any qualifying patient may possess at any moment is 2 ounces of dried medical marijuana, though this limit is subject to revision by the Mayor." |
The shitty part is D.C. won't allow patients to grow their own plants = expensive to be a legal smoker vs here in NC. Also they are only allowing eight dispensaries total, of which can't grow more than 95 plants at each site during any given time. So you are talking at a maximum, D.C. will have right under 800 plants for the entire district. As long as they keep their law on who can get a script legitimate, this should be enough for a total pop of ~600k people.
The issue in D.C. is the money to be a patient and I think this was on purpose. Also due to not allowing home cultivation, if the feds pop dispensaries and cultivation centers then the entire medicinal program collapses.

^ Marijuana has been proven to relieve the symptoms of epilepsy, MS, Parkinson's, and a multitude of other illnesses. Notice I said "relieves symptoms". Marijuana does not cure anything.

I agree that people can abuse the medical community for recreational purposes, however this is way more common with synthetic pills. I went to see a doctor for anxiety, told them I was not sleeping well, and I occasionally smoked weed to go to sleep. The doctor immediately wrote me a presciption for Clonazepam (klonopin) which has the following side effects:
Drowsiness[26] Interference with cognitive and motor performance Euphoria (sounds a little like weed right?, well the list goes on) Irritability and aggression[27] Psychomotor agitation[28] Lack of motivation[29] Loss of libido Impaired motor function Impaired coordination Impaired balance Dizziness Cognitive impairments[30] Hallucinations[31] Short-term memory loss[32] Anterograde amnesia (common with higher doses)[33] Serious dysphoria[38] Thrombocytopenia[39] Serious psychological and psychiatric side-effects[40][41] Induction of seizures[42][43] or increased frequency of seizures[44] Personality changes[45] Behavioural disturbances[46] Confusion[6] Ataxia[6] [edit] RarePsychosis[47] Incontinence[48][49][50] Liver damage[51] Paradoxical behavioural disinhibition[6][52] (most frequently in children, the elderly, and in persons with developmental disabilities) Rage Excitement Impulsivity Worsening of seizures
not to mention you go through withdrawels that exacerbate sleeping problems and you go through mood swings etc.
I was absolutely disgusted that she prescribed me these after talking with me for 5 minutes, especially when the ramifications on my liver and the ultimate dependence that occurs later.
