Its not perfect but its how 911 operates. Call taker receives call, then it gets moved to dispatch, who then sends it out to officers. There can be many delays (length of the actual call, how busy the dispatcher is putting out other calls, and the # of available units).

I could see this call getting classified as a non priority call (not saying its right) because its a civil issue (at least in North Carolina). Here, the police can't enforce custody issues w/o a judge ordering a specific agency to enforce it (very rare). So I could see the dispatcher seeing this call as social worker having trouble w/ the parent (yes, I know she said she smelled gas and feared for their lives, but people say they fear for someones life all the time).

If the worker smelled gas, they needed to dispatch fire who probably would have been on scene w/in minutes.
