yes, @ can mean "at the rate of", as in: travel for 6 hours @ 45 mph.
it does not mean "at the rate of" in email addresses. DUH.

I have heard one other person say it like that in the past, some years ago, and he was South Asian too.
But since I haven't needed many South Asians' email addresses over the phone, I believe it is one of those Indian English things, and that many people in India/Paki say it like that. 3/13/2012 5:46:33 AM
