I disagree. Although she tends to overdo it (as does everyone on that show, its kinda the point)...I think Penny is very funny.

My problem with her is that of the three main female cast members, she is by far the ugliest, imo, yet she plays the character who is supposedly dating a different guy every week, guys who would usually be out of her league irl. If Cuthbert was a competent actress, she would be perfect for that role, but seeing as she can barely get thru her lines without stumbling, its a surprise she managed to land a role at all, something she probably cashed in her last few nuggets of 24 fame to get in the first place.

Ideally, the character of Penny would be played by someone who is both attractive and a good actor, but most of those girls are already doing bigger and better things. For example, Kristen Bell, Blake Lively, Annie's Tits, etc.

I just like to think of it as she's always "dating" someone because she puts out. That's why it never lasts longs. Some dude comes along and bangs her for a little while and then leaves.

I also don't think she's that unattractive...but she looks a lot less attractive compared to the other two ladies on the show. Jane is hot as fuck.

penny reminds me way too much of the alex bitch on chopped to ever, ever, in any circumstances be attractive.

cuthbert's role seems to be devolving quickly. it's like, she has zero comedic timing so they've resorted to using shitty physical comedy and absurd situations. make her just a walking calamity, which, is a tad hyperbolic.
