They don't know exactly where they will land but they have a pretty good idea. NASA sends out messages to all boats in the general area saying that there is gonna be two giant used up solid rocket boosters splashing down in the general area so don't go anywhere near it. On top of that I believe they have the Coast Guard monitoring to make sure some idiot without a radio doesn't drift into the splashdown zone.
