I think that regulations like this are stupid. If someone has enough likely hood of recidivism to need this regulation, they should still be in prison. You either are, or are not a threat to society.

What is concerning, though, is subjecting public urinators, teachers who bang their 17-18 year old students, and statutory rapists (the 17 year old who bangs a 15 year old...not a 42 year old who bangs a 12-year old who happened to be willing) to this...although the broader issue is labeling those people sex offenders to begin with.
