I treat it like a 4-way stop as well, as I learned way back when in Driver's Ed

however sometimes if its an intersection between a huge main thoroughfare and a rinky dink sidestreet, it seems to effectively work like a permanent green light for the main thoroughfare, and a stop sign for the rinky dink sidestreet
