Earlier today my neighbor wanted to know if I had some way to scan a document so she could email it. When I said I could take care of it for her she wanted to know how much it would cost so she could pay me back.

My mother asked what counted as a smart phone, and while you could technically buy a data plan for the phones she and I presently have, even though they're pieces of crap that can text and make phone calls and that's about it. She seemed satisfied with "they don't have apps, and a "smart" phone is determined by it's processing IQ". Because... that's why they're smart. High IQs.

Doesn't sound like its a matter of not understanding technology so much as it was a token offer to compensate you for your time/trouble.
