yes. you want to include all monthly expenses. If you pay more in bills each month than your income (that they know about), you are a shoe-in for EBT

^^ not under current laws, no. The only adults who qualify for medicare are the elderly, the disabled, or if you're pregnant.

These laws are scheduled to change (varies by state) with implementation of obamacare
