Haven't the people inclined to utilize theses services unloaded all of their gold by now? Is it a high end theft cashout center? Do they operate like pawn shops? I get that gold has been steadily rising but why are there so many?

I don't think you have any idea who (or how poor) the bottom 10% is.

These places make a lot of money by paying people way less than their gold is worth. Typically, the patrons have no idea what the actual melt down value of their jewelry is, so they think they're getting a good deal.
