"This was an incident that didn't have to take place if the individual -- a police officer -- had been trained in dealing with emotionally disturbed individuals."

So like, they couldn't wheel the dude away. How the fuck do you get corned by a man in a wheel chair, and then with at least half a dozen people in the room could someone not wheel him away?
