no, bdmazur is just saying what time sunset is; his time zone is GMT-7 (subtract 7 hours from GMT to get local time), which is consistent with living in Pacific Daylight time

Some more traditional folks will do that, but I'm pretty lenient. Sometimes I'll call it a full 24 hours (like the last thing I ate today was at 6:30, so I have no problem breaking at the same time tomorrow).

The sunset time I gave is the official time for Santa Barbara, California, not for the entire time zone. I just clarified the time zone as opposed to telling you all 10pm and confusing everyone as to when the fast ends.
