4,500 isn't that many. It's less than 100 per state and they don't all have to hit the market the same day. A few hundred extras spread over multiple large markets won't even make a ripple.

What really sucks is that Apple knows the serial numbers of every iPad that got stolen and since none of them were activated they will all probably be put on a blacklist or flagged somehow so that when someone does try to activate them it will be obvious they are stolen. Which would really suck if you bought one off ebay without knowing it was stolen.
