^Not in all of London but definitely in the bad parts of town. That kind of stuff typically won't happen in the tourist rich areas since there is always a large police presence but London is a filthy place in general.

It turns out that is a 34 year-old man.

And it doesn't appear to be a London thing. I'm trying to figure out exactly what's going on, but a lot of the places reporting on it (and other incidents) in depth are openly racist.

It looks like the dude in the video is a little messed up in the head and may have had some "reason" to follow her and do what he did. But the racist websites are also reporting on something called the knockout game where young(ish) black people attack random, defenseless non-black people for fun. The incidents they attribute to the knockout game are being reported by mainstream news sources as assaults with no mention of race or racial motivation. So I can't tell if the game of attacking unsuspecting people is a real thing on the rise or not.
