According to Jason Whitlock the gun used in this was originally sent by the NRA to the streets of Chicago so African Americans would kill each other with it. Somehow it ended up in Oregon

Not really, it's just kinda the Buncombe County of the northwest. By which I mean a hippie enclave surrounded by hillbillies, most of whom are armed.
