I'm going to go out on a limb here and say that there is a higher percentage of that particular demographics that are morons compared to the general public. You know, sort of like WWE fans.

Basically what he is saying here is this guy he knew would get really high (possibly on H as well) and he wanted to hit him with an open palm after lightly dusting it with baby powder. But this guy had good weed, so he refrained from any such violence.
