Is Raleigh actually a level in the game or just on a map in a cutscene?

If I had to guess I'd say its just on a map but not even in a cutscene

He probably just saw that map in one of the levels and walked over to take a screenshot of it.

2:Loot will be of higher quality but will be nearly impossible to collect as your car will be towed before you can return to your stash.

3: Entire map is comprised of Hillsborough street and ways to get back to Hillsborough Street.
