Anyway, any part of the government funded outside the annual appropriations process will keep working, like USPS, the Fed, the people who send out Social Security checks and certain VA benefits, and the President and members of Congress (but not most staffers).
Also, anyone who "provides for the national security" will keep working (like the military and the embassies), along with anyone who conducts "essential activities to the extent that they protect life and property" (like food-safety inspectors, the Border Patrol, and Federal prisons).
Still, much of the government will shut down, and it'll be hardest felt in DC itself, with the stoppage of trash collection and the closure of public libraries and the University of the District of Columbia...at least if the shutdown lasts longer than 2 weeks, because Mayor Vincent Gray decided to label all city services as "essential" and tap into the city's cash reserves: http://www.washingtonpost.com/blogs/wonkblog/wp/2013/09/30/absolutely-everything-you-need-to-know-about-how-the-government-shutdown-will-work/

How exactly do you figure republicans are to blame here? Obama is going to get a bill that funds the government, and he's going to veto it. I don't see how the blame can lie anywhere else but at the top.
