Smith, however, allegedly walked across the parking lot while the officers were still inside the store and called again, this time using a non-emergency number. He was then arrested for using 911 to make non-emergency calls. Smith bonded out of jail on $250."

I roomed with this Indian dude who would call 911 to complain when the neighbors' partying got too loud...I think the cops came on one occasion, though

Raleigh PD asks citizens to call 911 to report any type of criminal activity including simple theft (bike stolen, tools stolen, etc.) and noise ordinance violations. Something about the non-emergency number not logging crime statistics which can later be used to identify areas that need additional resources. I would only use the non-emergency number to follow up on an existing crime.

In DC we have a non-emergency 311 number, but when you call to report noise violations or other minor things, etc, they usually just transfer you to 911 and tell you to say it's non-emergency.

Most people are worried about tying up resources by calling 911. There are plenty of people to take your call. Nobody is going to call and get a busy signal just because you use 911 for a crime when there is no imminent threat.

If you call them because the bartender owes you a penny or McDonalds won't serve you chicken nuggets you deserve what's coming, but if there's a real crime or potential crime you shouldn't feel bad about engaging the resources we pay for.
