I have totally seen a guy wearing a shortish trench coat and no pants or shirt underneath and felt mighty uncomfortable. thankfully, it did not open

Yes the do. When I worked in Durham a few years ago, we had a flasher in the parking lot we shared with medical offices on Roxboro Rd. It happened so often, for a while when the girls would get off after dark, they would call the shop for one of us to escort to their car.
