Seeing as the temps are tending down and not up currently and it takes 3 straight months being +0.5 and above to be an El Nino I am gonna go with a no one that one.

Hmm, I found a prediction agreeing with "brutal winter" as mentioned in this thread. However it's 3+ months old and thus far this El Nino hasn't been very strong - info that website post obviously did not have.
