here's a list of cities previously expected to enter or did enter and have since dropped out

Munich
Oslo
Stockholm
St. Moritz/Davos, Switzerland
Krakow
Lviv, Ukraine

This was pretty much earmarked to be a European games with 2018 being in South Korea and the USOC and Toronto are planning on bidding for 2024 Summer Olympics, and all the Europeans have either declined to enter or did enter and either had a conflict on their doorstep or the voting public was heavily against it. Oslo was pretty much guaranteed to host after Krakow pulled out but the public approval rate of hosting was heavily negative, this in a country that has a lot of pre-existing infrastructure.

NBC must be ecstatic with their time zone for 3 Olympics in a row:

2018 - Pyeongchang, South Korea
2020 - Tokyo, Japan
2022 - Beijing, China or Almaty, Kazakhstan

The IOC deserve a lot of criticism here for allowing the expense of hosting get so out of control and doing nothing about it. Now if only the same could happen to FIFA although I know better.

I'll cheer for Kazakhstan.

^The cost. You have to spend billions building new facilities just so a bunch of people from around the world can come visit your town and compete in sports that no one really cares about. Then after 2 weeks everyone leaves and a bunch of facilities are left over that don't have much use unless you remodel them, or tear them down.

It'd probably help a ton if the IOC wasn't a complete pool of douchebags. A sampling of the list of demands from the IOC to Norway:

^^ All international sports execs are assholes. You may know about Sepp Blatter at FIFA, look up Bernie Ecclestone of Formula One and whoever the guy is that runs Board of Control for Cricket in India (BCCI), which pretty much uses their checkbook to openly force their way into running the International Cricket Council.

This was after 2020 bidding too that was very lackluster although a lot of that was down to the global recession (and has served to make European governments cost-conscious on hosting 2022 as well). Rome was at the last hurdle preparing to bid and then said "we can't afford this with the state of our economy". Madrid was in the same boat, but bid anyway. There was Istanbul, a perennial also-ran in Summer Olympics bidding, that was one of the 3 final official candidates after some cycles not even making candidate status (i.e. we've deemed your bid too bad to allow you to attempt to bribe and regal us). And so the IOC took Tokyo which a lot of people outside of IOC officialdom thought was a tepid bid as far as Olympic hosts go.

they should just rotate to the past 4 host sites and make those the hosts going forward on a rotational basis, and just pay for the up keep on the existing venues.

Alternatively, you could just find a way to put them in locations where they would get used regularly ... and stop building the venues in the middle of nowhere... but that would take common sense.
