Is there a website that tracks the chance that a bill has to pass? I found govtrack.us but it seems to largely base the chances on the fact that very few bills have passed this year and not on the individual bill itself.

If it starts in the house and goes to the senate, you can give it 0%, because Harry Reid won't vote on damned near anything, especially if it would cause Democratic Senators to have to make a hard vote.

I think Intrade fell victim to new legislation. If I recall correctly, it wasn't exactly illegal per se, but the ruling made it so difficult for U.S. customers to fund their accounts that most Americans said "fuck it" and quit, and then the whole operation folded. Bullshit if you ask me.

Constitution is very specific that Bills must start in the House. As such, there is no point to the House voting on Senate resolutions.
