Ok listened again (painfully).
I got it figured out. Apparently they're trying to be (obviously) patriotic, but it appears to be directed toward an overseas terrorist/generic America-hater of some kind. The song seems to allege sexual frustration at American women as the source of any problems with any terrorism.

Eh, it remind me of a dude who has done too many drugs who has stayed at a bar for too long past closing-time who is trying to say something patriotic and awesome, but it just comes across as cheesy and about 10 years too late.

2002 called: they want their Bloodhound Gang anthem back. Maybe this is from the "uncut" version.......

They should do another song about a Porn Star or sex or something.
