I could be wrong and completely off base but to me it seems that that the sub par Caucasian folk seem to move to remote places lacking law enforcement but the sub par African Americans seem to gravitate toward densely populated areas that have law enforcement entities the size of small armies (literally).

Probably to get away from the aforementioned Caucasians.

It's not a big deal.

I'd like to point out that the maps themselves are poor visualizations of an otherwise very interesting study.

The polygons in the first one are too large and were obviously utilized for convenience.

The buffers in the second one are too large and probably the result of simple interpolation. Fine if you're modeling something like precipitation totals but a little bit dickish if predicting something like racism.

Again, the research itself is fascinating but I bet the maps were made by some GIS intern.
