googled it and couldn't get a definitive answer. so car owner #1 here, but owner #2= abroad. does nc require both owners sign the tittle over? I don't imagine the dmv would take a korean notary stamp. they are military, are there american notaries on bases? anyway to work this out?

not sure about a notary on base, but my wife (a notary) said usually the military folks overseas leave power of attorney with someone back in the states.
