Restarted all my stuff and called TWC and complained. The reinitialized my modem from their end and it is working now. They've been doing upgrades in my area. My service is supposed to be 200/20 and before now I was getting about 1/1. Latest result (using a proxy):



I ordered a new cable modem that should support the full speed.

use testmy.net instead of speedtest.net for a more accurate reading. ive read that twc changes it's traffic priority if it detects a speedtest test but testmy isnt on the radar for them last i had heard.
