There is like a 1 in 10,000,000 of something catastrophic happening to you in Charlotte. You will probably face more risks evacuating than you would staying still.

If the Governor/News don't raise a huge deal about things, and something does actually happen catastrophically (lets say 30 people die) then they loose their job.

If 30 people die evacuating when they didn't need to, that doesn't make the news.

Same thing with buying all the products that you probably won't need. Stores are happy, news is happy, you are happy.
