i think if you bypass it, it asks for the billing zip code. i guess maybe you could guess that easier than a debit PIN if the person lives in the city you're in. but maybe after a certain number of attempts it locks you out.

sounds like there is no federal law that requires business to accept cash, but some states have enacted laws that require it. i guess NC is not one of those states.

That's my guess. After 2 or 3 times of bypassing PIN, it probably locks you out and alerts your bank of potential fraud. It did not lock my grandmaw out of her card the other day when I used it to fill her tank.
