the problem is over/under bets don't mesh well with "will this happen before date X" bets.

if it was restated as "days till next shooting....75.5" over/under then that would be a more "vegas" bet.
or even "number of shootings before X....2.5" (which I think the answer above was given for)

I still think the O/U of the definition of a mass shooting being 4 is often misleading. It puts some 3v3 gang shooting where 4 of the people get grazed and survive, in the same category as the Vegas shooting, for example.
